The 41 year old, most recently in charge of Rushden & Diamonds, has agreed a contract until the end of next season and Exiles' fans will be hoping he can steer their side away from the Blue Square Premier drop-zone.
County chairman Chris Blight said, "We feel that Justin is the ideal candidate after looking at more than 40 other interested parties. It's a new chapter for the club and we hope that the supporters get right behind him on Saturday and kick start the season."
