The 24 year old is currently on the books at AFC Bournemouth and Howe is understood to have sent scouts to watch him in the last two Cherries fixtures.
Pugh started his career at Burnley as a youngster and graduated through their youth system, he failed to make a senior appearance for the club and was released in 2006, signing for Bury that summer.
Howe knows all about about the player, he signed him for Bournemouth in the summer of 2010.
