Jewell has confirmed he made an approach for the centre back ahead of the close of the transfer window but understands Stoke's apprehension to let the 31 year old leave.
"Teams want to name their 25 [man squad] and then look at it again."
Collins did not feature in the twenty five man squad list put together by City boss Tony Pulis so a move to Ipswich looks increasingly likely.
