The Paraguian, who spent time on loan at Blackburn Rovers last season failing to find the net in nine appearances, could be willing to drop down the divisions in order to play first team football.
"The Championship is very competitive with powerful teams who, not long ago, were in the top division and have huge stadiums, like Leeds," Santa Cruz's agent said. "Ultimately, his future will be decided by City but Roque would consider playing for such a team."
