The 22 year old defender, who has spent time with Welsh side The New Saints, will initially join the Trawlermen on a one month contract in order to see some first team action.
Tranmere manager Les Parry sees it as a good move for Holmes, "The reduction in the number of substitutes we're allowed means we can't have as many players in our squad so this move is an ideal chance for Danny to play some first team football."
"Fleetwood play a good standard of football and just missed out on promotion to the Football League last season, so this will be a good move for Danny."
