The 19 year old has featured once in the cup this season for the Bluebirds, he scored in their 3-1 defeat of Oxford United in August.
Newport manager Anthony Hudson discussed the qualities he thinks Jarvis will bring to his side, "He's a young kid who can run in behind and stretch defences with his pace, which is something we haven't had so far this season. He's going to get a wake up call in the Conference but he's got bags of ability and he's a big lad so he won't be intimidated."
