The 21 year old completed a two month spell with the Championship side earlier this week but the two clubs have now agreed to extend the deal until the end of the season.
Manager Michael Appleton discussed the move with BBC Radio Solent, "I know Hoe was desperate to come back and I'm sure he will be delighted we have come to an agreement."
Mattock made seven appearances for Pompey during his initial loan period.
