The 20 year old has agreed a contract with Championship side Derby County after a successful two month loan spell with the club.
Speaking to the Rams' official website manager Nigel Clough expressed his delight at securing the youngster's signature, "He has settled in really well and we're pleased with the progress he has made."
"The intention was always to bring Tom to the club permanently and we're delighted he will be with us for the long term," he added.
Naylor has signed a contract with the Rams that will run until the end of the 2014/15 season.
