McInally takes over at the Blue Toon after leaving his post in charge of Scottish Third Division side East Stirlingshire in May.
Chairman Rodger Morrison discussed the appointment, "Jim's football credentials are outstanding but he also brings a wide network of contacts and expertise which will be crucial in bringing success to our football club.
Peterhead are currently ninth in the division after taking just four points from their opening eight fixtures.
