The 23 year old made a temporary switch to the Bulls last season but agreed a new contract with Shrewsbury in the summer, expecting to force his way into their starting line up.
Town boss Graham Turner hopes the move will benefit the player and result in him breaking into the first team sooner rather than later, "Steve hasn't figured much so far this season so it is an opportunity to go out on loan and get some game time."
"Steve still has a lot of potential but he needs to start fulfilling that, he has good vision, a great left foot and I still believe he can become a good player."
